The Baltic-American Partnership Program was founded in 1998 in order to contribute to the development of civil society in the Baltic states. The program is jointly funded by the US Agency for International Aid and the Open Society Institute.

The aim of BAPP Estonia is to enhance the development of civil society which is based on active and informed citizenry who can and are able to participate in decision-making processes on national and local level.

To achieve its goals BAPP supports activities that are aimed at:
- developing an environment that nurtures the activities of civil society organizations
- institutional strengthening of civil society organizations
- raising of civic participation, and cooperation between various sectors and segments of society
